PROJECT DESCRIPTION

Heritage Park Retirement Community is the first project the staff of ForeSight Consulting performed for Turtle Creek Management, Inc., in the Fort Wayne area.

ForeSight’s initial involvement began with the preparation of the primary development plan for the 8.55-acre retirement community immediately adjacent to an existing nursing home owned and operated by Turtle Creek Management. The primary development plan for the 82-unit retirement community was complicated with development issues focusing on site access and traffic distribution, storm-water drainage, and land-use requirements.

The staff of ForeSight continued with the development of the secondary development plans and construction document for the project. The project required numerous meetings and correspondence with local governmental agencies in order to secure the necessary development-plan approvals and engineering-department approvals. New utilities and infrastructure had to be developed to serve the facility, and several off-site factors had to be overcome for final project approval. A private water line was extended to the site, necessitating the City of Fort Wayne’s approval, as well as an application and approval from the Indiana Department of Environmental Management. Additionally, an extensive on-site storm-sewer system was designed that was dedicated to the city for perpetual maintenance and repair.

As a result of its understanding abilities and performance on this project, ForeSight has established a long-lasting relationship with Turtle Creek Management that has resulted in work on projects in Fort Wayne and Indianapolis that continues to this day.
